In order to transfer your data from FIFA 21 to FIFA 22, you need to run the new game on the same platform in which you store your FIFA 21 save data.
Since the Cross-Platform is not available in FIFA 22, you need to run the new version of the game on the same platform as you played FIFA 21 on. If it was an Xbox, then it needs to be the same Xbox you had back when you played FIFA 21. When you log in to your game, you'll see a message regarding the Data Carryover.

Also if you use the same account on two or three different platforms at the same time, your data will not be shared or transferred on both platforms. That is because each platform carries its own game data separately. 

When you log into your new game, a pop-up screen will ask if you want to transfer your Fifa 21 balance to the new game? You can either transfer your data or choose not to transfer (which you can manage later).
